Selected after national RFP process to redesign the emergency response system for the City of Scottsdale and to conduct a Request for Proposals to select an exclusive contractor for the City. Responsibilities included evaluation of system design, financial and operational performance and recommendations to enhance the efficiency and effectiveness of the City’s EMS system. Specialized issue related to State Certificate of Need procedures. Issued RFP and conducted pre-bid and evaluation processes. Assisted City in selection of winning proposer and in contract development. The result of the process was protested by the displaced incumbent contractor, resulting in additional work to assist the City in the response to the protest and testimony at hearings. All issues decided in favor of the City. Features of this process included innovative integration of Public and Private EMS providers and the establishment of significant performance contract features.
