Awarded contract after national competitive process to provide system design, establish service requirements, develop RFP and conduct procurement for advanced life support ambulance service for the South Lake Tahoe service area (population 30,000 and seasonal tourist population of 130,000). A key feature of this engagement is the establishment of a “level playing field” for competition that included Fire Department, private for-profit and private not-for-profit proposers and the establishment of a Public Utility EMS system design. Follow-on engagement included facilitation of a “Visioning Process” to establish a strategic plan for the County EMS system and renegotiation of performance based contracts for Fire Department providers. Proposals received, graded, contract awarded and implementation completed September 1st. Engagement began in October, 2000 and concluded in first quarter of 2002. This process resulted in the first Public Utility Model performance contract with a fully accountable Fire Department contractor.
