Original project to evaluate the EMS system that resulted in upgrade of entire Fire Department to Advanced Life Support First Response and redesign of entire system, completed in May 1999. Renegotiated remaining term of existing contract with Rural/Metro Corporation, to improve performance at zero subsidy. Follow-on project to rewrite City EMS ordinance, restructure medical control, implement Failsafe Franchise system design and conduct RFP process began July 1999 and completed in October 2001. Proposals received and graded, and contract successfully negotiated with American Medical Response, Inc. Implementation completed October, 1, 2001. Project included survey of relative financial performance of 22 EMS systems in North America to establish benchmark for system evaluation and comparison of different design models.
