Managed system redesign and developed the RFC and RFP for this high performance Public Utility Model EMS System serving 13 cities in Tarrant County, Texas. Procurement resulted in a contract that improved service and public security while reducing costs. Project included stakeholder interviews, public meetings, solicitation of information from health providers, negotiation with selected provider and implementation of system components. This project included revision of uniform EMS ordinance and contract that was simultaneously adopted by 13 cities. RFP process selected Rural/Metro Corporation as provider. Completed in 1999 with ongoing incidental consultation. Project included survey of relative financial performance of 22 EMS systems in North America to establish benchmark for system evaluation and comparison of different design models.
