Providing system design orientation and comparison of the relative benefits and success of various designs to the City appointed EMS Study Committee and recommend changes to this High Performance Public Utility Model EMS System. Project began September 28, 1999 and concluded in July, 2000. Process resulted in recommendations to City Council to revise EMS ordinance, implement performance requirements for Fire First Responders and Police 911 Dispatch, and establish a revised structure for the management of the EMS system. Possible follow-on engagements to conduct study of Fire First Response capabilities and to assist in the development of an Ambulance RFP. Project included survey of relative financial performance of 22 EMS systems in North America to establish benchmark for system evaluation and comparison of different design models.
