This study included the analysis of staffing levels, deployment modeling, fire station location and financial analysis of a regional EMS system. Current community standards were determined through an extensive community outreach and input program. Communication structures were adopted for integrating 9 separate Fire Department labor groups.
The Study resulted in the finding that it would be feasible (both financially and operationally) for the three cities to develop a successful bid and bid strategy to assume ambulance transport in the County of Pinellas, FL. Study was also used by County to establish ground rules for level playing field for public-private competition.
Study utilized raw data provided from the EMS transport provider, the County of Pinellas, and the cities of Clearwater, Largo and St. Petersburg. ArcInfo was utilized to display existing and potential deployment scenarios. Various CAD vendor data was utilized including PTI, EAI, and FireSoft. Potential ambulance and quick response ALS unit deployment scenarios were developed. Pro forma financial analysis was conducted utilizing existing and projected cost structures.
Follow-on project included the development of a bid strategy, system status plan, management structure and budget for the bid.
