Engaged to review a three fire department EMS system serving two townships and two towns. Goals include Fire and EMS system design, improvement of efficiency while increasing readiness in a system employing volunteers and establishing strategic direction for the system. Process included multiple stakeholder interviews and review of operational data and legislation. Recommended establishing a multiple Township Fire Territory to provide all prevention, suppression and EMS services using combination paid and volunteer staff. Original project began in January, 2001 and was completed in March, 2001.
