Engaged after sole source negotiation to provide consultation and expert witness services regarding EMS system design, award and management of Exclusive Operating Area under California law and to assist in mediating a contract dispute between a client of the firm and the Orange County Fire Authority (OCFA). Attended meetings between client and the OCFA, conducted EMS system evaluation, provided evaluation of the legal infrastructure of the County EMS system in comparison to State requirements for establishment of exclusive contracts. Assisted in research, preparation of legal briefs, testimony before OCFA Board. Led development of political and operational strategies, review and critique of outside audits, and assisted in development of a settlement agreement. 

Status: OCFA Board adopted proposed settlement agreement and client retained majority of service area under sustainable conditions.
