Selected through sole source negotiation to assist Medical Center in evaluation of its Countywide EMS system. Specific areas addressed include financial viability, governance model, legal infrastructure, establishment of market exclusivity, evaluation of operations contractor and recommendations for contract revisions establishing exclusivity for ground and air ambulance services.

Status: Recommendations adopted to improve operational and financial performance of EMS system. Recommended that County and Cities establish long term exclusivity of EMS services to improve financial sustainability.
