Selected through sole-source negotiation to evaluate hospital based exclusive provider of EMS services to Amarillo, Texas. Goal of study is to identify mechanism to improve financial and operational performance in this system that transports approximately 16,000 patients annually. Focus of study is improvement of deployment processes and billing practices.

Status: Initial report submitted including recommendations for sweeping improvements in operational performance to include compliance with NFPA 1710 standards, changes in the governance model, elimination of hospital subsidies, reform of rate structure and changes in billing practices.
