Selected after national procurement to develop and manage a request for proposals for Countywide Advanced Life Support Ambulance Service. Offsite investigation completed, Initial onsite investigation and stakeholder interviews completed. Currently developing EMS system design specifications. Items at issue include improved performance requirements, increased contract security provisions, redesign of Exclusive Operating Areas in terms of geographic boundaries and levels of service, first responder integration and establishing costs in terms of price and subsidy.
Principals and Associates Involved: Shrader, Racht, Metcalf, Ryan, Washko.
Implementation: Negotiated contract extension with American Medical Response on behalf of County. System specifications and draft RFP submitted. Procurement completed and new provider implementation completed. Results saved the Salinas, CA paramedic program by providing funding.
