Designed and produced the two winning proposals for this public hospital authority to compete with and beat private companies (including American Medical Response and Rural/Metro) for emergency (911) market rights in expanded service areas. Assisted in emergency start-up of service area after failure of incumbent provider. Follow-on work included negotiation of County service contract, management evaluation and reorganization, first responder integration, deployment planning, development of communications center, technology acquisition, and service implementation. Additional project to evaluate ambulance billing office procedures and performance completed April, 2001. Recently served as headhunter to secure executive to manage the department. Follow-on projects to develop new facilities plan, and to develop a regional EMS training academy in cooperation with Emory University School of Medicine. Project began March 1998 and concluded January, 2003.
