Engaged to assist Chairman of County Commission, Fire Chief and County Attorney in preparation of appeal of State denial of ambulance license to County Fire Department. Included preparation of report detailing adequacy of service; review and analysis of state regulations and testimony as expert witness. County prevailed on all material issues before Administrative Law Judge. Completed, November, 1999. Study included evaluation of clinical and operational effectiveness and measurement of economic value of services.
